My thinking is that we have to remember that they were tribes and not colonies. When I think tribes, I think smaller groups than the colonies we know from the series' start. At one point, it was mentioned that each tribe was represented by an elder that made the decision to go. They had the knowledge and did continue to experiment with it, making the Centurions that eventually turned on them. I'd be real curious to see what the "originl" Cylons created on Kobol looked like. Like anything else I'm assuming the creations changed as the technology changed. My impression was that it fell out of practice when they left because of the trouble it caused, which again, makes me curious to find out why the 13th tribe parted from them.
